Source function

An official source can establish only the function it actually performs: authority, action, objective, implementation, site permission, grid pathway, rate mechanism, equipment state, behavior or outcome.

Atomic claims

Material statements carry a CLM-#### identifier, supporting SRC-#### records, exact locators, confidence, a claim ceiling and a reopen trigger.

State and unit integrity

C0–C21 states remain exact. Quantities retain raw value, basis, geography, vintage and caveat. Incompatible figures are never summed.

Contrary evidence

CTR-#### records test rival explanations and narrow the public claim where appropriate. They are not optional balance copy.

Negative findings

NEG-#### records preserve searches that did not locate public evidence. Unknown is displayed as unknown rather than estimated.

Event-triggered updates

OIR-#### records specify which filing, order, disclosure or observed outcome could change the page and what must be rechecked.

Rights and public safety

The site paraphrases and links. It does not republish protected documents, restricted records, operational vulnerabilities or source material beyond lawful use.

Corrections and supersession

New evidence creates a recorded delta. Superseded statements remain traceable; the controlling source and affected pages are identified before rebuild.
