Eight mechanisms, tested where the public record is strongest. The portfolio is designed for comparative reasoning without implying a census, ranking or common denominator. Every report publishes the strongest permitted conclusion, the proof boundary, rival evidence and the event that can reopen the record.

How to read the portfolio
Compare mechanisms, not headline scale. 01 Start with the ceiling Read what the evidence establishes and the stronger inference it prohibits.
02 Trace control Identify the actors, instruments and permission layers controlling the next transition.
03 Test the rival Use contrary evidence to determine whether the initial explanation remains sufficient.
04 Reopen only on evidence Update the report when a named document, order, contract or operating observation changes.
Report index
Bounded case clusters Each report carries stable claim, source, contrary-evidence, negative-finding and reopen-trigger identifiers.
01 CASE-08-01
United States / federal
Federal authority and current-status uncertainty
RM26-4 was an active federal proceeding scheduled for June 18 action; no post-meeting controlling outcome was located at cutoff.
Verified ceiling RULEMAKING / AGENDA
Control stack Federal transmission jurisdiction; rulemaking; RTO implementation
Primary boundary No final rule, obligation, schedule or project-access outcome. 02 CASE-08-02
PJM / Pennsylvania
Federal/RTO co-location rules plus named contractual adaptation
PJM implementation remains open and the revised Talen–AWS arrangement is C10.
Verified ceiling C10
Control stack FERC order; PJM compliance; generation/customer contract; transmission service
Primary boundary No claim of 1,920 MW delivered, energized or economically utilized. 03 CASE-08-03
Texas / ERCOT
Separates aggregate queue/forecast from a named company operating assertion
ERCOT cohort is C7; Abilene initial phase is company-asserted C17, expansion C12.
Verified ceiling C17 company assertion for initial phase
Control stack Large-load request; system study; construction; energization; operation
Primary boundary No conversion of requests/design into operating MW or C20. Combines state tariff allocation with local planning and judicial veto
Virginia documents partial tariff risk allocation and a C21 local legal invalidation with appeal pending.
Verified ceiling C21 legal invalidation for Digital Gateway; C9 tariff framework
Control stack Rate class; service terms; zoning; local standards; judicial review
Primary boundary No full ratepayer insulation, final cancellation or operating-capacity claim. Contract review/risk allocation plus disputed pipeline maturity
Georgia has a current >100 MW framework and documented dispute over pipeline maturity.
Verified ceiling C9–C10 where a public filing verifies pathway/agreement
Control stack Tariff/contract; cost allocation; resource planning; confidential customer records
Primary boundary No claim that framework fully protects customers or that disputed forecast is correct. Effective large-load tariff with litigation and nonpublic customer states
AEP Ohio Schedule DCT is effective with appeal pending; cohort C9.
Verified ceiling C9
Control stack Tariff; service process; collateral/minimum demand; judicial review
Primary boundary No customer-specific C10 or operating-capacity claim. 07 CASE-08-07
SPP footprint
Conditional service and flexibility mechanism with current controlling order
SPP CHILLS is a C9 conditional non-firm pathway effective July 1 subject to condition.
Verified ceiling C9 effective service pathway
Control stack HILL registration/study; generation assessment; conditional non-firm service; compliance
Primary boundary No participant C10–C20 or proof that curtailment solves reliability/cost constraints. Physical construction and phased delivery without operating-state inflation
Mount Pleasant has C12 phased construction evidence.
Verified ceiling C12
Control stack Site/local approvals; construction; equipment; energization/commissioning
Primary boundary No conversion of construction or capex into energized/operating/economic capacity. Portfolio boundary
These cases do not establish prevalence. The library documents how different mechanisms can advance, narrow, redirect or stop a conversion pathway. It does not estimate how often each mechanism occurs across the market.
